Terrace harmonisation

Presentation :

This project involves harmonising and upgrading the furniture on the terraces (tables, chairs, umbrellas, awnings, etc.) of the HORECA sector establishments in Place Saint-Josse. This represents a continuation of the renovation of Place Saint-Josse (the Beliris project).

This square is the heart of the neighbourhood, a crucial hub in the area. At present, the terraces are all different and don't give a strong and coherent identity to the square. Furniture belonging to some of the establishments is of poor quality both aesthetically speaking and in terms of comfort and how it blends in with its surroundings.

Objectives :

To support the Beliris project undertakings in order to give a coherent image to the square so as to drive the district’s economic and commercial growth.

District concerned :

The project concerns all HORECA establishments covered by the Beliris project aimed at the renovation of Place Saint-Josse, in other words the Chaussée de Louvain (51-101; 76-112) and Place Saint-Josse

Advertising and distribution :

  • A press release to be issued in the spring of 2009,
  • An article in the St Joske, the district newspaper distributed to all Saint-Josse residents and a number of businesses,
  • Production of place mats with an explanation of the project and of the involvement of Atrium and the municipality,
  • Promotion via the two websites www.atrium.irisnet.be and www.meltingshopping.be

The beneficiaries of the project are the 9 HORECA establishments situated in Place Saint-Josse, both restaurants and pubs. They have been involved in the process since the outset.

Expected achievements :

  • Involvement of the 9 HORECA establishments in the square in upgrading their terraces via the signing of the charter and compliance with the new City Planning Regulations,
  • Changing the current very uneven, terrace panorama, into a coherent and attractive whole with a high level of visibility at the very heart of the shopping area
  • Once the new terraces are installed in the spring of 2009, the project will be considered complete, and is sure to give satisfaction to all the stakeholders involved and users
  • Follow-up on compliance with the charter and the CPRs will be handled jointly by the municipality and the Saint-Josse Atrium.

Partnerships motivated :

  • The 9 HORECA establishments situated in the square, plus future HORECAs, in adhering to the CPRs and the charter,
  • The municipality of Saint-Josse, represented by Mr. Eric Jassin, Deputy Burgomaster in responsible for Trade, for the amendment of the CPRs and the application thereof

Budget :

1)  Cost estimate

Total amount of the budget forecast: €60,000

2) Receipts (joint financing) :

Amount of the subsidy requested from the Region: €28,500

Notes :

The municipality of Saint-Josse will undertake the installation and maintenance of the window boxes and other plants arranged to separate the terraces.

The total expenditure has been calculated on the basis of the information supplied by HORECA establishments.

The financial contribution from the HORECAs has been provisionally established by factoring in the following items :

  1. The input of the regional subsidy is an important financial incentive for the success of the project.
  2. The approval of the charter by the HORECA establishments obliges them to choose high-quality and durable furniture, which will therefore be relatively expensive. This has been discussed with them.
  3. The financial contribution from Atrium is a maximum of 60% of the total purchase cost, plus 5,000 euros for HORECA establishments located in the square itself and 2,000 euros for those situated in the Chaussée de Louvain falling within the scope of the Béliris project, depending on the funds available.
